ActionAid Malawi is implementing the Promoting Quality Education through Progressive Domestic Resource Mobilization project. The project is being implemented in four Districts namely Neno, Lilongwe, Ntchisi and Chitipa. The project conducted trainings for Reflection Action Circle Facilitators in Tax Power and Reflection Action methodology.
During the training in Chitipa on Tax Power for the Reflection Action Facilitators who are ten in number of which 5 are male and 5 are female, the Who Pays Tax tool was used to gauge knowledge and impart skills which they would use when they return to the circles. Three volunteers were called to represent the Teacher, Farmer and a Vendor.
It was noted from the responses by the group that the Facilitators are aware about the taxes which are paid for example Pay as You Earn, market fees and Value Added Tax mainly because of other ActionAid work on Tax Power in the Local Rights Programme. The group however, was not sure how Government especially the District Council is using the revenue generated through market fees. As such, the Reflection Action Circles in collaboration with Activista in Chitipa, started engaging the District Council demanding accountability on how the revenue generated is used and specifically how the funds are benefiting the education sector. A series of meetings were done with the District Finance Committee and the Education Service Committee in 2016.
In 2017 during the Global Action Week for Education whose theme was Stand Up for Education: Time to Deliver, the Chitipa District Education Network with support from the project conducted an interaction meeting with the District Council, the District Finance Committee, Education Service Committee and Development Committee where the District Council represented by the Director of Finance agreed to allocate 5% of the revenue the Council collects to support Education services.
